Justin has over 24 years of experience in engineering design, coordination, and production of commercial, residential, retail, and roadway projects for local, state, and federal government agencies as well as for private developers.
During that time, he has been responsible for the permitting of water, sewer, roadway, drainage, stormwater, erosion control, and building improvements through a majority of North Carolina’s major metropolitan jurisdiction’s Public Works and Engineering Services departments, as well as through NCDEQ, NCDWR, and NCDOT.
As part of SEPI’s Transportation Planning Group, Justin is responsible for the review of design plans for site, roadway, drainage, utility, and environmental studies. He also assists in the preparation of NEPA documents, the preparation of traffic noise studies, and well as visualizations for public involvement.
Justin also supports SEPI’s Site Development group where he is responsible for various aspects of land development engineering including site and roadway design; demolition coordination; drainage design; stormwater management; public utility design (water and sewer); private utility coordination; erosion and sediment control; grading; quantity take-offs/estimates; specification coordination; construction phasing; as well as construction inspection, observation, and administration.
Justin has also worked as part of SEPI’s Roadway Design Group involved with the design and production of NCDOT roadway design plans, traffic management plans (marking, signing, signal and traffic control), as well as the design and coordination of NCDOT utility coordination and utilities by others plans.
Justin holds a BS in Civil Engineering and Environmental Studies from the University of Buffalo and an AS in Engineering Studies from Broome Community College.
Michelle has over 30 years of local government and consulting experience managing and preparing feasibility studies, land use plans, multi-modal plans, environmental plans, and EIS/EA/CE documents under NEPA/SEPA for DOT transportation projects, as well as many other types of public and private projects.
She is certified in conflict resolution and is experienced with leading public involvement programs including agency and local officials’ meetings, facilitating public meetings, and generating project newsletters and website text.
Michelle holds a BS in Biological Sciences from California Polytechnic State University and has earned certification granted by the American Institute of Certified Planners (AICP).

Rajit has 15 years of transportation planning and engineering experience and has managed more than 100 projects of varying complexity for clients statewide. He is proficient in state and federal policies and procedures and has completed numerous projects involving Complete Streets, multimodal design, streetscapes, and bicycle and pedestrian improvements utilizing AASHTO and NACTO guidelines.
Additionally, Rajit’s expertise spans greenway facilities, feasibility studies, SEPA/NEPA, urban planning, environmental screening, permitting, parking, traffic noise analysis, and grant assistance. A proven project engineer, he leads multi-disciplinary teams with a focus on planning, collaboration, and engaging project stakeholders effectively.
Rajit holds a MS in Civil Engineering from North Carolina State University and a Bachelor of Technology Civil Engineering from the University of Kerala. He also holds a NCDOT Complete Streets Certification.
In his 34 years of experience, Rob has directed varied and complex projects and groups as well as provided project management/project delivery of hundreds of highway improvements ranging from minor intersection improvements to major freeways during his career at NCDOT.
Additionally, he has vast experience managing employees facilitating public engagement with citizens, and collaboration with resource agencies, elected officials, and NCDOT officials.
Rob holds a Masters in Civil Engineering from North Carolina State University as well as a BS in Civil Engineering from Virginia Polytechnic Institute and State University. He is a member of the Institute of Transportation Engineers.
