NCDOT is proposing to improve Carolina Beach Road (US 421) over 1.06-miles through Wilmington with the addition of a raised, grassed median from Shipyard Blvd to Burnett Blvd.

SEPI is working closely with the City of Wilmington to help ensure that the project meets the vision of the City’s streetscape plan in this area.

SEPI is providing planning, public involvement, roadway design, hydraulic and erosion control, natural environment, traffic control, and pavement marking services. SEPI also provided survey services for the project under our Survey On-Call with the NCDOT.

This section of Carolina Beach Road is bordered by commercial areas, historic residential neighborhoods, and fronts Legion Stadium, a 6,000-seat City of Wilmington sports facility. SEPI is developing several alternatives to minimize impacts to the adjacent businesses and historic residential properties and is facilitating all public involvement and outreach for the project.

SEPI will develop red-line drainage plans for review and include outfall analysis, Stormwater Management Plan, Geopak Drainage calculations, and ditch computations.

In addition, the City of Wilmington selected SEPI to provide a comprehensive design of the entire streetscape along this corridor for landscape plantings, hardscape elements, site furnishings, and site lighting, including the internal median, along the perimeter of the roadway, and in key locations at intersections and adjacent to local businesses. The contract for this work is pending execution of an inter-local agreement for funding.
