Al Carrier, PE, PSM

Florida Project Management Director

Al is a strong leader demonstrating exceptional client service and professional performance working with numerous west coast Florida clients for over 29 years. He is a registered Professional Engineer and is a licensed Professional Surveyor and Mapper in the state of Florida. Al’s professional affiliations include the Florida Surveying and Mapping Society, National Society of Professional Engineers, Florida Engineering Society and American Society of Civil Engineers. His expertise spans civil site design and permitting of commercial, residential and governmental facilities including roadway, drainage, utility design, marina design, land planning and feasibility studies.

Al holds a Bachelor of Civil Engineering degree from the University of South Florida.

Al Edgerton

Transportation Project Manager

Al has 30 years of experience managing the funding and construction of bridges; approving plans and proposals; coordinating the planning, design, and construction of Division projects; and supervising contractors and inspectors.

Prior to joining SEPI, Al worked for 28 years with the NCDOT. He began his career as a Technician I and advanced to serve numerous roles such as Staff Engineer, Project Manager, and most recently, Bridge Program Manager.

Al holds a BA in Geology from the University of North Carolina at Wilmington.

Allison Falli

Florida Client Development / Marketing Specialist

Allison brings strong professional experience spanning market sectors and clients with powerful branding, including ESPN, Microsoft, and the NFL at Super Bowl LII.  She joins the SEPI team to grow and expand marketing and business development initiatives across the Florida market.

Allison holds a Bachelor of Arts degree in Multimedia Journalism with a Minor in Communication Studies from Florida Atlantic University.

Andy Howell, PE, CFM

Associate | Sr. Hydraulics Engineer

Andy is a Professional Engineer and Certified Floodplain Manager in North Carolina with over 15 years of specialized experience in hydraulic and water resources engineering.

Specifically, his experience involves hydraulic analysis and design of both urban and rural roadway facilities; sedimentation and erosion control design and permitting; flood modeling and FEMA compliance coordination for floodplain development projects; and stormwater design and permitting of industrial facilities under the NPDES program.

Andy holds a BS in Environmental Engineering from North Carolina State University and is Level III certified for sedimentation and erosion control design for the NCDOT. He is also Rosgen Level II trained in the classification of natural channel systems.

Anna Reusche, PWS

Sr. Environmental Project Manager

Anna has over 15 years of environmental and technical experience. She has considerable knowledge of scientific principles related to the preservation, restoration, and mitigation of wetlands and streams as well as the function and importance of these systems in the ecosystem.

She is experienced in the completion of wetland and stream delineation, stream identification, 404/401 Nationwide permit applications/Individual Permit applications, NC Division of Water Resources Buffer and Variance applications, vegetative monitoring, endangered species surveys, and critical habitat assessments.

In addition, she has experience with AutoCAD, MicroStation, GPS data collection, and GIS analysis mapping.

Anna holds a BS in Natural Resources Management/Water Resources Management from Western Carolina University.

Anne H. Lloyd

Board of Advisors

Anne recently retired from Martin Marietta as Executive Vice President and Chief Financial Officer after serving in that role since June 2005. She has served on NSSGA’s MAP-21 Reauthorization Committee and on the Blue Ribbon Panel of Transportation Experts for the National Surface Transportation Policy and Revenue Study Commission.

Anne is the Past Chair of the North Carolina Chamber of Commerce and a member of their Infrastructure and Economic Development Policy Committee. She is also a Board Member of the Terra Nitrogen Company, L.P., serves as the chair of its Audit Committee, and is a member of the Corporate Governance and Nominating Committee.

Anne and her husband, Steve, live in Raleigh, NC. They have been married for 30 years and have two adult sons.

Anthony Roper, PE, CPM

VP | AM&M Practice Leader

Anthony has over 29 years of experience in project administration, project management, and leadership in the public sector. As the Asset Management + Maintenance Director, he is responsible for overseeing SEPI’s asset inventory and asset management services, maintenance operations, contract administration, and life-cycle cost analysis procedures for large-scale transportation projects across North Carolina.

Anthony currently manages a staff of more than 70 technicians and administrative staff. His expertise spans State Transportation Improvement Program (STIP) projects, bridge replacements, construction administration, Federally-funded projects, municipal projects, and disaster/emergency response efforts.

Prior to joining SEPI, Anthony served as the Deputy Secretary for the NCDOT. He managed and directed activities for the Office of Civil Rights, Division of Business Opportunity and Workforce Development, Division of Safety and Risk Management, Facilities Management Division, Support Services Division, and the Historically Black College and University Program.

Anthony holds a BS in Civil Engineering from North Carolina State University.

Bill Biddlecome, Jr.

Sr. Environmental Program Manager

Bill has over 34 years of experience in the environmental field. His experience includes reviewing and approving permits as well as interpreting and applying federal environmental laws. He has performed and prepared a full range of permit documentation including environmental assessments and endangered species and cultural resource evaluations; assessed large transportation projects; and managed a wide range of projects.

He has coordinated with numerous federal, state, and local agencies and has experience interacting with the public. He also has experience supervising and training employees.

Bill holds a BS in Recreation Resources Administration from North Carolina State University and a AAS in Parks and Recreation Management from the State University of New York at Delhi.

Bob Lepsic, PWS

Environmental Project Manager

Bob has over 24 years of experience as an environmental scientist. He has experience managing and conducting stream and wetland restoration projects for various public and private clients throughout the eastern United States.

His experience includes conducting wetland and stream delineations as well as endangered species surveys. In addition, he has experience conducting Section 404/401 and NCDEQ buffer permitting.

Bob holds a BS in Biology from Clarion University of Pennsylvania and is certified as a Professional Wetland Scientist (PWS).

Brian Barker, PE, MSEM

Florida Land Development Director

Brian has more than 25 years of engineering experience encompassing a wide range of development projects throughout the State of Florida, specifically within the greater Tampa Bay Area, including site/civil, recreation facility, roadway, drainage, environmental, utility and permitting.  Brian has previously served the Florida Department of Environmental Protection and other local municipalities, which strengthens his relationship and understanding of Florida client’s needs. Brian is a registered Professional Engineer, serves on several municipal and non-profit related boards and has professional affiliations with the National Society of Professional Engineers, Florida Engineering Society, American Society of Civil Engineers and Florida Stormwater Association.

Brian holds both a Master of Science in Engineering Management and a Bachelor of Science in Civil Engineering from the University of South Florida.

Brian Steffen, PE

Water Resources Engineer

Brian has over eight years of experience as a Hydraulic Engineer. His experience includes stormwater related projects including multiple design-build and traditional NCDOT projects.

He has experience with GEOPAK drainage design, FEMA and NC Floodplain Mapping coordination, and HEC-RAS stream modeling. He also has experience developing multiple CLOMR and MOA Packages for FEMA and NCFMP and preparing 401/404 Permit submittals including permit modifications.

Brian holds a BS in Civil Engineering from North Carolina State University.

Buddy Murr, PE

Senior Project Manager

Buddy has 35 years of experience, 32 of which were spent with the NCDOT. He is proficient in the design and operations of traffic signals as well as preparation of traffic signal plans, specifications, and estimates (PS&E).

He is also knowledgeable in the preparation of signal communications PS&Es and has experience managing engineering staff and ensuring compliance with state and federal regulations.

Buddy holds a BS in Civil Engineering from North Carolina State University.

C.E. "Neil" Lassiter, PE, CPM

SVP | CEI Practice Leader

Neil has over 35 years of experience in the transportation and construction management industries including maintenance and operations. As the CEI Director, he is responsible for inspection services, contract administration, and construction management of multiple transportation projects statewide.

Prior to joining SEPI, Neil was employed by the NCDOT where he served as Division Engineer in Division 2 for 17 years. He also spent 13 years in NCDOT Division 1 in Edenton while assigned to the positions of Division Construction Engineer, Division Maintenance Engineer, District Engineer, Division Traffic Engineer, and Assistant Resident Engineer.

Neil currently manages a staff of over 175 construction inspectors and administrative staff. He also has construction management oversight experience with large signature transportation projects, as well as smaller scale projects. Neil is familiar with Federal Aid Project reimbursement procedures and the process of reimbursement for Locally Administered Programs.

Neil holds a BS in Civil Engineering, Construction Option from North Carolina State University and is a member of the American Public Works Association Member, NC Chapter.

Chris Chin, PE

Florida Engineering Manager

Chris brings nine years of civil engineering experience on a wide array of land development projects across Florida. He specializes in providing project management and design for residential developments (subdivisions, apartments, condominiums and townhomes), commercial developments (self-storage facilities, car-washes and retail centers), industrial developments (warehouses, truck transfer stations, manufacturing and processing buildings), municipal developments (recreation parks, sport facilities, fire stations, roadway and drainage improvements), hospitality developments (hotels, AirBnB communities and restaurants) and institutional developments (churches, mosques, synagogues, temples and schools).

With the ever-evolving stormwater regulations, Chris has also created a niche market in providing cost effective stormwater management solutions ranging from stormwater vaults, rain gardens, and pervious pavements to maximize every square foot of a developer’s valuable land.

Chris holds a Bachelor of Science in Civil Engineering from the University of Central Florida.

Chris Corriher, PE

AM&M Project Manager

Chris has over 31 years of experience in field operations and maintenance, project development, project administration, and project management. Prior to joining SEPI, he served the NCDOT as the District Engineer for Davidson and Rowan Counties, Rowan County Maintenance Engineer, and Assistant District Engineer in Division 9.

Chris is highly experienced in planning, managing, and supervising contractors and construction operations; adhering to standards and safety procedures; and overseeing large project operations including scheduling and technician oversight for more than 40 employees. He has a wealth of experience managing projects and working with municipality and county personnel.

Chris Sheats, PWS

Sr. Project Manager / Biological Surveys Leader

Chris has 15 years of experience in the environmental field including managing projects as an Environmental Scientist and Aquatic Biologist. His experience includes managing and leading natural resource investigations throughout all eco-regions of the Southeast including jurisdictional wetland and stream delineations; wetland and stream mitigation and monitoring; threatened and endangered species surveys; natural systems assessments; benthic macroinvertebrate sampling; stream classifications; stream mitigation construction oversight; and natural community classification.

In addition, he has extensive experience with GIS/GPS post-processing and graphics mapping as well as preparing, reviewing, and submitting documents including natural resource technical reports (NRTRs), Environmental Impact Statement’s (EIS), and Environmental Assessment’s (EA) for federal and state governments. He also has extensive experience leading field verification meetings with NC Division of Water Resources and the Army Corps of Engineers and has completed numerous Nationwide and Individual Permits.

Chris holds a BS in Botany from North Carolina State University and is certified as a Professional Wetland Scientist (PWS).
