Anthony Roper, PE, CPM

VP | AM&M Practice Leader

Anthony has over 29 years of experience in project administration, project management, and leadership in the public sector. As the Asset Management + Maintenance Director, he is responsible for overseeing SEPI’s asset inventory and asset management services, maintenance operations, contract administration, and life-cycle cost analysis procedures for large-scale transportation projects across North Carolina.

Anthony currently manages a staff of more than 70 technicians and administrative staff. His expertise spans State Transportation Improvement Program (STIP) projects, bridge replacements, construction administration, Federally-funded projects, municipal projects, and disaster/emergency response efforts.

Prior to joining SEPI, Anthony served as the Deputy Secretary for the NCDOT. He managed and directed activities for the Office of Civil Rights, Division of Business Opportunity and Workforce Development, Division of Safety and Risk Management, Facilities Management Division, Support Services Division, and the Historically Black College and University Program.

Anthony holds a BS in Civil Engineering from North Carolina State University.

C.E. "Neil" Lassiter, PE, CPM

SVP | CEI Practice Leader

Neil has over 35 years of experience in the transportation and construction management industries including maintenance and operations. As the CEI Director, he is responsible for inspection services, contract administration, and construction management of multiple transportation projects statewide.

Prior to joining SEPI, Neil was employed by the NCDOT where he served as Division Engineer in Division 2 for 17 years. He also spent 13 years in NCDOT Division 1 in Edenton while assigned to the positions of Division Construction Engineer, Division Maintenance Engineer, District Engineer, Division Traffic Engineer, and Assistant Resident Engineer.

Neil currently manages a staff of over 175 construction inspectors and administrative staff. He also has construction management oversight experience with large signature transportation projects, as well as smaller scale projects. Neil is familiar with Federal Aid Project reimbursement procedures and the process of reimbursement for Locally Administered Programs.

Neil holds a BS in Civil Engineering, Construction Option from North Carolina State University and is a member of the American Public Works Association Member, NC Chapter.

Davidian Byrd

Senior Roadway Project Manager

John Wolf, Jr., PE, CPM

Associate | Construction Services Manager

John has over 30 years of experience in transportation construction management. Prior to joining SEPI, John was employed by the NCDOT Central Construction Unit where he served as Roadway Construction Engineer in Divisions 3-8 for 22 years. He also spent one year in Division 2 as a Resident Engineer and over five years in Division 1 as an Assistant Resident Engineer.

John has construction management oversight experience with large signature transportation projects, as well as smaller scale projects. He was involved in conducting LAPP Audits for the City of Wilmington and Rocky Mount for adherence to FHWA reimbursement guidelines. He is familiar with the NCDOT’s Standard Specifications and Roadway Standard Drawings and is experienced in proper contract administration.

John holds an BS in Civil Engineering from North Carolina State University.

Marty White

Construction Services Manager

Marty is a highway construction and administration professional with 35 years of experience. He provides QA/QC and project management for multi-million dollar projects through knowledge of project documents, construction materials, testing, compiling project files, formulating final reports, and site management through past and present experience.

His areas of expertise include contract administration/project management, construction materials testing, project documents and specifications, and NCDOT policy and procedures. In addition, he has experience with monthly and final estimates, erosion control, and stormwater management as well as HiCAMS, construction survey, and resolution of construction issues.

Marty received his diploma with a specialty in Highway Engineering Concepts from West Mecklenburg High School.

Scott Allen, PE

Associate | Construction Services Manager

Scott has over 32 years of experience in transportation construction management including maintenance operations. He has construction management oversight experience with large signature transportation projects, as well as smaller scale projects, and is very familiar with the NCDOT’s Standard Specifications and Roadway Standard Drawings, and he is experienced in contract administration.

Prior to joining SEPI, Scott was employed by the NCDOT where he served as Division Construction Engineer in Division 10 for over three years. He also spent over 10 years in Division 10 as a Resident Engineer, Assistant Resident Engineer, and County Maintenance Engineer. He also spent 14 years in the NCDOT Central Construction Unit as the Roadway Construction Engineer for Divisions 10 and 12.

Scott holds a BS in Civil Engineering from North Carolina State University.
