SEPI Acquires Clearwater, Florida Multi-Disciplined Land Development Consulting Firm to Expand Southeast Footprint

SEPI is excited to announce our third Florida location through the acquisition of Deuel & Associates of Clearwater, FL. The acquisition of Deuel & Associates is aligned with our long-range strategy of:

Deuel & Associates is a multi-disciplined land development consulting firm first established in 1954 by C. Fred Deuel, where he served as president of the company until his retirement in January of 2007.

Notable Deuel projects include developments such as the Clearwater Marine Aquarium, Calvary Baptist Church Athletic Field Complex (football, basketball, beach volleyball, baseball and weightlifting), various City of Pinellas Park projects, City of Madeira Beach roadway and drainage facilities, Alexander Orthopedic Centers, various City of Clearwater Parks and Recreation facilities, City of Clearwater Fire Stations #46, #47 and #50 and various projects for the Philadelphia Phillies spring training facility.

The firm is led by Al Carrier, PE, PSM, Brian Barker, PE, MSEM and Chris Chin, PE and is well-regarded within the West Coast Florida marketplace.

Al Carrier, PE, PSM
Al is a strong leader demonstrating exceptional client service and professional performance working with numerous west coast Florida clients for over 29 years. He is a registered Professional Engineer and is a licensed Professional Surveyor and Mapper in the state of Florida. Al’s professional affiliations include the Florida Surveying and Mapping Society, National Society of Professional Engineers, Florida Engineering Society and American Society of Civil Engineers. His expertise spans civil site design and permitting of commercial, residential and governmental facilities including roadway, drainage, utility design, marina design, land planning and feasibility studies.

When asked about the opportunity to join forces with SEPI, he replied, “SEPI felt like a perfect fit for the Deuel team.”

Brian Barker, PE, MSEM
Brian has more than 25 years of engineering experience encompassing a wide range of development projects throughout the State of Florida, specifically within the greater Tampa Bay Area, including site/civil, recreation facility, roadway, drainage, environmental, utility and permitting.  Brian has previously served the Florida Department of Environmental Protection and other local municipalities, which strengthens his relationship and understanding of Florida client’s needs. Brian is a registered Professional Engineer, serves on several municipal and non-profit related boards and has professional affiliations with the National Society of Professional Engineers, Florida Engineering Society, American Society of Civil Engineers and Florida Stormwater Association.

Chris Chin, PE
Chris brings nine years of civil engineering experience on a wide array of land development projects across Florida. He specializes in providing project management and design for residential developments (subdivisions, apartments, condominiums and townhomes), commercial developments (self-storage facilities, car-washes and retail centers), industrial developments (warehouses, truck transfer stations, manufacturing and processing buildings), municipal developments (recreation parks, sport facilities, fire stations, roadway and drainage improvements), hospitality developments (hotels, AirBnB communities and restaurants) and institutional developments (churches, mosques, synagogues, temples and schools).

With the ever-evolving stormwater regulations, Chris has also created a niche market in providing cost effective stormwater management solutions ranging from stormwater vaults, rain gardens, and pervious pavements to maximize every square foot of a developer’s valuable land.
